In its 2025 conclusions, the European Committee of Social Rights notes that three States, including Albania, failed to submit their national reports under the European Social Charter. The Committee has clarified that failure to submit a report constitutes a breach of Article C of the Charter and undermines the proper functioning and credibility of its monitoring system.

What concrete and timely measures will the Committee of Ministers take to ensure that the member States which have failed to submit their reports, including Albania, comply without further delay with their reporting obligations under Article C of the European Social Charter and thereby safeguard the credibility of its monitoring system?
