The Assembly,
Whereas the Committee of Ministers has decided to establish : " a well-defined plan of action for the Council not only in order that it may effectively further the cause of European unity, but also that the peoples of Europe may understand more clearly the role which the Council should play " ;
Whereas the Chairman-in-office of the Committee of Ministers, M. van Zeeland, stated in t h e course of his address to the Assembly on 8th May, 1953 t h a t the Ministers' Deputies, when drawing up the programme of work, would find : " a mass of material in the 114 Recommendations formulated by the Assembly up to the present date";
Whereas public opinion will obtain a better understanding of the part played by the Council of Europe if the plans which it nurtured in their initial stages are one day brought to fruition;
Whereas it is fitting t h a t close collaboration should be instituted between the Committee of Ministers and the Consultative Assembly, with a view to defining the various elements constituting the plan of action,
Decides to include the following item in its Agenda :
" Reconsideration, as far as possible in collaboration with the Committee of Ministers, of earlier Recommendations and Resolutions of the Consultative Assembly capable of application within the plan of action decided upon by the Committee of Ministers. "
