1 RESOLUTIONNote
On the proposal of the Committee on Legal and Administrative
Questions, the Assembly directs that the following preparatory measures
be taken to enable the question of European refugees to be included
on the Agenda of the next Session.
1. The Secretariat of the Council of Europe is instructed
to collect all necessary data in order to give the Assembly and
the Committee full information on the problem of refugees and to
establish, in this connection, the necessary contacts with the U.N.0.,
and particularly with the I.R.0., with the Governments of the various European
States, competent administrative services and private institutions
concerned.
2. The Assembly requests the Secretariat to carry out investigations
on the following questions: legal status of the various groups of
displaced persons; the eventual possibility for such displaced persons
either to find employment in Europe or to emigrate; material and
moral needs to be met, particularly as far as "hard core" is concerned,
as well as eventual overlapping of the activities of already existing
organisations, and determining of such fields as are not yet covered
by any administrative organisation.
