The Committee of Ministers, in its Resolution (54) 7 on multilateral cultural co-operation, which appears as Appendix II of its Special Message of 20th May, 1954, transmitting to the Consultative Assembly the Programme of Work of the Council of Europe, recommends that Member-Governments should organise a " Europe Day " in their respective countries.
M. R. Coudenhove-Kalergi, President of the Pan-European Union, in a letter of 15th December, 1954 to the Chairman of the Committee of Ministers, informed him that the VIth Pan-European Congress, meeting at Baden-Baden on 1st November, 1954, had proposed, in its Resolution IV, which was adopted unanimously, the idea of fixing 21st March, " the first clay of spring, symbol of a new and shining era ", as the date for " Europe Day ".
At M. Coudenhove-Kalergi's request, this proposal was considered by the Committee of Ministers. The latter, before expressing its views, decided to submit the question to the Consultative Assembly for its opinion.
