Presidential election in Poland ‘competitive and well managed’, but affected by ‘long-standing political polarisation’

According to the report presented today by Iulian Bulai (Romania, ALDE) in plenary session, the 2025 presidential election in Poland was “competitive, well managed, and gave voters a genuine choice”.

The report emphasises that election day was calm and professional, and that the very high turnout confirmed “the strong democratic and civic commitment of Polish citizens” and their “determination to shape their country’s democratic future”. At the same time, it notes that long-standing political polarisation, biased media coverage, misuse of official resources, insufficient transparency of campaign finance, concerns over judicial independence and the rule-of-law crisis limited the overall confidence in the process.

In this context, the delegation encouraged the Polish authorities to implement in full the recommendations of the Venice Commission and ODIHR and the judgements of the European Court of Human Rights concerning judicial independence. The delegation also made recommendations to the authorities, inviting them to improve vote secrecy, depoliticise the National Electoral Commission, and reform the National Broadcasting Council to ensure impartiality and accountability. They also recommended combatting foreign interference, enhancing transparency in campaign finance, regulating third-party campaigning, and ensuring inclusive elections.
