PACE President presents the fourth 2025 ‘Human Rights in Motion’ Award to Danae Elon’s Rule of Stone (A Lei da Pedra)

The President of the Parliamentary Assembly of the Council of Europe, Theodoros Rousopoulos, presented the fourth 2025 ‘Human Rights in Motion’ Award at the Porto/Post/Doc Film and Media Festival in Portugal on Sunday 30 November. The international jury selected Rule of Stone (A Lei da Pedra), a documentary by Montreal-based filmmaker Danae Elon, as this year’s winner.

The film shows how ideology can overshadow human rights, and how well-intentioned creators can be instrumentalised with lasting consequences. It challenges viewers to think differently, look deeper and recognise the political forces at play.

The Human Rights in Motion Award was established in 2024 at the initiative of the PACE President. It honours the director of the documentary that best promotes human rights and the defence of democratic values. It is awarded to the films submitted to four international documentary film festivals annually by a jury selected by the festival.

The winner receives a €5,000 prize and a commemorative plaque.
