“We are the leading international Organisation to support Ukraine, neither with money, nor with weapons, but with political power,” today said Frank Schwabe (Germany, SOC), opening a current affairs debate on “Accountability and justice: a call to step up efforts for the establishment of the Special Tribunal for the Crime of Aggression against Ukraine”. He recalled the progress made on the compensation mechanism and through levers such as the European Court of Human Rights.
“However, the Special Tribunal proposed by PACE to prosecute and punish the Russian political and military leaders responsible for the crime of aggression, is not a reality yet,” Mr Schwabe emphasised. “The formal establishment of the Council of Europe Enlarged Partial Agreement for the Special Tribunal is still lacking,” he said, encouraging States to accede to it and ensuring its financial sustainability.
“We must now move from political commitment to operational reality, Mr Schwabe concluded.
