PACE committee calls for laws to ban violent pornography

A PACE committee has proposed that the production, dissemination, hosting and possession of violent pornography should be banned across Europe and demanded rapid and effective procedures for removing such content, as well as sanctions against online platforms and service providers which fail to do so.

Approving a draft resolution based on a report by Laura Castel (Spain, UEL), the Assembly’s Committee on Equality and Non-discrimination said banned content should include anything that “depicts or simulates acts of aggressive physical or psychological violence, coercion, sexual assault, degradation, or non-consensual conduct”.

“Violence in pornography is not gender-neutral: it mainly targets women and girls, dehumanising them,” the committee pointed out, adding that it normalises gender-based violence and encourages the imitation of violent acts, including dangerous practices such as strangulation.

The parliamentarians also called for comprehensive sexuality education in schools which is “mandatory, age-appropriate, medically accurate and evidence-based” to equip young people with the skills to reject messages that normalise violence, coercion, domination or the objectification of women and girls.

The report is due to be debated by the full Assembly at its forthcoming summer plenary session in June.
