What responses of local and regional authorities to the economic crisis?
On 29 October, Sir Alan Meale (United Kingdom, SOC), PACE General Rapporteur on Local and Regional Authorities, addressed the Council of Europe Congress during a plenary debate on “Local and regional authorities responding to the economic crisis”. He also presented the joint declaration published by the Assembly and the Congress on the occasion of this debate, which he himself had initiated together with Congress President Herwig Van Staa.
He then referred to recent activities in this field by the Assembly leading, in particular, to Resolution 1886 (2012) on the “Impact of the economic crisis on local and regional authorities in Europe” and Resolution 1884 (2012) on “Austerity measures – a danger for democracy and social rights”. He also warned – both national and local and regional governments – that “making the most of limited resources will remain a continuous challenge for all” and that new paradigms integrating scarce resources as a permanent fixture were needed for all levels of government.
