The Council of Europe needs greater resources to fulfil its role, especially with extremism, racism, intolerance and terrorism on the rise, according to PACE’s Committee on Rules of Procedure, Immunities and Institutional Affairs. In a draft opinion based on a report by Rudy Salles (France, EPP/CD) on the budget and priorities of the Council of Europe, the committee pointed out that the organisation was working successfully to reduce costs, particularly its wage bill, and expressed concern at the decision to continue applying “zero nominal growth” to the Council’s budget for the years 2016-2017.
The committee also welcomed the Turkish government’s decision to become a major contributor to the Council of Europe budget in 2016 and thanked both the Turkish government and parliament for “their support in strengthening the Organisation’s capacity”.
The Assembly is due to debate the issue on 21 April at its spring session.
