Committee proposes to create a Europe-wide tool for recognising cultural competences

The Culture Committee has proposed that the Council of Europe and the European Commission, in collaboration with professional associations, reflect on the creation of a Europe-wide tool to recognise the competences developed by young people participating in arts, culture and creative activities.

This tool would be intended to document and give value to the skills and knowledge acquired by thousands of young people who currently take part in non-statutory arts and culture-based learning activities across Europe, that currently go unrecognised, parliamentarians said.

In adopting the report by Mogens Jensen (Denmark, SOC), the committee also encouraged governments to embed creative and cultural competences within formal education systems and proposed that they support long-term partnerships between schools, communities, creative industries, cultural institutions and businesses to offer young people new opportunities to develop their cultural
