On the occasion of the 16 Days of Activism Against Gender-Based Violence towards Women and Girls, the Parliamentary Assembly of the Council of Europe (PACE) organised a round table on “Violence against women and girls: implementation and evaluation of Law 103-13” at the Sofitel Jardin des Roses Hotel in Rabat, on 7 December 2023, in the framework of the Programme “Support for the national mechanism for the prevention of torture and the development of the Parliament's role in the consolidation of democracy in Morocco 2020-2023”, funded by the European Union and implemented by the Council of Europe.
This round table aimed to enrich the ongoing debate on the evaluation process of Law 103-13 related to fighting violence against women, through an exchange of views between parliamentarians, in particular members of the Moroccan delegation to PACE, members of the thematic group in charge of evaluating Law 103-13 at the House of Representatives, and members of the Gender Thematic Group (GTG) in Morocco. The GTG comprises all technical and financial partners, especially representatives of international organisations and embassies, committed to advancing gender equality in Morocco.
The Council of Europe, through its Parliamentary Assembly (PACE), has been collaborating with the Parliament of Morocco since 2011, the year the latter obtained the status of Partner for Democracy with PACE. Through this partnership, a delegation of six Moroccan parliamentarians regularly participates in PACE's activities.
This round table was a follow up to a series of meetings, workshops, and study visits organised for the thematic group of the House of Representatives in charge of evaluating the conditions and circumstances of implementing Law No. 103-13 related to fighting violence against women. These activities have provided a platform to present and discuss various perspectives, perceptions, and approaches. They have also addressed the state of implementation of this legislative text and identified legal, regulatory, and practical issues related to its enforcement, while identifying possible and appropriate approaches, mechanisms, and means to overcome them.
The various activities organised have also provided an opportunity to present the Council of Europe Convention on Preventing and Combating Violence Against Women and Domestic Violence (Istanbul Convention) and European best practices in this matter.
