Study visit to the United Kingdom Parliament on participatory democracy

The Chamber of Representatives of the Moroccan Parliament, the House of Commons of the United Kingdom Parliament and the Parliamentary Assembly of the Council of Europe (PACE) organised a study visit to the United Kingdom Parliament on participatory democracy, on 11 and 12 December. This visit is part of the joint programme “Support for the national mechanism for the prevention of torture and the development of the role of Parliament in strengthening democracy in Morocco 2020-2023”, funded by the European Union and implemented by the Council of Europe.

It allowed Moroccan participants – members and officials of the House of Representatives of the Moroccan Parliament – to learn about the UK's well-established system of participatory democracy and to reflect on the challenges and benefits of establishing any system of participatory democracy. By closely examining the practices of the British Parliament, the delegation hopes to identify replicable practices that can be adapted to the Moroccan legislative landscape.

A crucial aspect of the visit involved discussions on the mechanisms and processes relevant to the implementation of an effective system for processing petitions and motions within the Moroccan Parliament in accordance with the implementation of Law No. 64- 14 and Law No. 44-14. By interacting with British parliamentary officials, the Moroccan delegation seeks to understand the mechanisms contributing to the successful execution of these processes with the ultimate aim of engaging a greater number of citizens in the democratic life of the country.

The participation of the Moroccan delegation in this visit also underlines Morocco's commitment to promoting participatory democracy and further enriching its parliamentary landscape. By promoting international collaboration and the exchange of knowledge, the delegation aims to contribute to the continuous improvement of legislative processes in Morocco.
