PACE reviews its monitoring activities in 2023

PACE has taken stock of its monitoring activities in 2023 and made a series of assessments of the eleven countries under its full monitoring procedure, the three engaged in post-monitoring dialogue, and the three countries subject this year to “periodic review” of their obligations to the Council of Europe.

Adopting its annual monitoring report, prepared by Piero Fassino (Italy, SOC), the Assembly summarised key developments in the eleven countries under full monitoring (Albania, Armenia, Azerbaijan, Bosnia and Herzegovina, Georgia, Hungary, the Republic of Moldova, Poland, Serbia, Turkey and Ukraine) as well as the three countries engaged in a post-monitoring dialogue (Bulgaria, Montenegro and North Macedonia) and the three states which faced “periodic review” across the year (France, the Netherlands, and San Marino).

The Assembly welcomed positive developments and progress during this period, while noting remaining shortcomings in each of the countries concerned, and made a series of specific recommendations.

It also outlined recent work to strengthen the “early warning” capacity of the Monitoring Committee.
