Elections in North Macedonia were competitive although the process remains insufficiently regulated

The presidential and parliamentary elections in North Macedonia (24 April and 8 May 2024) were competitive and fundamental freedoms were respected ; extensive and pluralistic campaign helped voters to make an informed choice, but the process was marred by negative rhetoric with nationalistic slogans, as well as shortcomings in the legislation and insufficient oversight of campaign finances, according to a report presented today in the plenary by Alfred Heer (Switzerland, ALDE), Chairperson of PACE observer delegation, which was operating as part of an International Election Observation Mission.

The report contains a series of recommendations addressed by the PACE delegation, notably encouraging the authorities of North Macedonia to implement all Venice Commission and ODIHR recommendations, revise the Electoral Code in a transparent, inclusive and timely manner, and ensure equal access to the media in election campaigns, fairer distribution of state funds for campaigning and improved organisation of out-of-country voting.

PACE is willing to contribute to the accomplishment of this process within the framework of the Assembly’s post-monitoring procedure and in close co-operation with the Venice Commission.
