Speaking at a meeting on “The Council of Europe and Artificial Intelligence: A World in Transition”, organised in Kalamata (Greece) on 18 October by the Chamber of Messinia, in co-operation with the Region of Peloponnese and the Municipality of Kalamata, PACE President Theodoros Rousopoulos referred to the impact of artificial intelligence (AI) on human rights, democracy and the rule of law.
Mr Rousopoulos highlighted the rapid development of AI and the increasing use of AI systems in decision-making. Unlike traditional data sources, he said, “AI is not just a tool for obtaining information. It is a system that influences our thoughts and actions.” Addressing the potential challenges, the PACE President warned against the "easy ways" that AI could offer, leading to the decline of critical thinking and traditional reading.
He also referred to the importance of the recently launched Council of Europe Convention on AI, which aims to guarantee that AI systems respect human rights and democratic principles.
The address concluded with a call to action for public engagement in AI legislation, noting that while the technology has the potential to help humanity, proactive measures must be taken to mitigate its risks. "As our ancestors wisely said, prevention is better than cure," Mr Rousopoulos concluded.
