In adopting a resolution today, based on a report by Zanda Kalniņa-Lukaševica (Latvia, EPP/CD) – which takes stock of the PACE monitoring activities covering the period from January to December 2024 and makes a series of assessments of the countries under a full monitoring procedure or engaged in post-monitoring dialogue, as well as of countries that are currently subject to the procedure for the periodic review of membership obligations to the Council of Europe – the Assembly welcomed positive developments and progress made, and expressed concern about negative developments and some remaining shortcomings in each of the countries concerned, as well as making specific recommendations.
The adopted text recalls that there are ten countries under the full monitoring procedure (Armenia, Azerbaijan, Bosnia and Herzegovina, Georgia, Hungary, Republic of Moldova, Poland, Serbia, Türkiye and Ukraine), the four countries engaged in a post-monitoring dialogue (Albania, Bulgaria, Montenegro and North Macedonia), as well as the countries subject to periodic monitoring (Greece, the Netherlands, Spain and Sweden).
The Assembly highlighted the continuing close cooperation with the Venice Commission in the context of the parliamentary monitoring procedures, as well as the number of follow-up hearings organised with the participation of the Venice Commission rapporteurs, which contributed to assessments and recommendations for enhancing the rule of law, democracy, and human rights across member states.
Finally, PACE underlined the need to address challenges such as rapporteur availability and enhance the visibility of monitoring procedures, including the systematic translation of reports into the respective languages of the countries concerned.
