In an information note on their fact-finding visit to Moscow and Kazan from 18 to 21 January 2011, the co-rapporteurs for the monitoring of Russia, György Frunda (Romania, EPP/CD) and Andreas Gross (Switzerland, SOC), state their intention of presenting a full monitoring report by the end of the year, so as to enable the Assembly to hold a debate on this subject after the legislative elections due in December 2011, but before the presidential election scheduled for mid-2012.

Ukraine: authorities should demonstrate good faith in drafting of new election code

“I am convinced that Ukraine’s rightful place is in Europe, and welcome its willingness to live up to European ideals and standards,” said Marietta de Pourbaix-Lundin (Sweden EPP/CD), PACE co-rapporteur for the monitoring of Ukraine, following a visit to Kyiv and Lviv. She welcomed the continuing efforts of the authorities to meet Ukraine’s commitments to the Council of Europe and to respond to Assembly recommendations. However, at the same time she also stressed that some recent developments gave rise to concern.

PACE monitoring visit to Ukraine

Marietta de Pourbaix-Lundin (Sweden, EPP/CD), PACE co-rapporteur on the honouring of obligations and commitments by Ukraine, will undertake a fact-finding visit to that country from 5 to 8 April. In Kyiv, meetings are planned with the President of the Republic Viktor Yanukovych, the Speaker of Parliament Volodymyr Lytvyn, the Minister of Justice and Head of the working group in charge of the reform of electoral legislation Oleksandr Lavrynovytch, the Head of the Security Service Valery Horoshkovskyi, and former Prime Minister Yulia Tymoshenko.

Hungary: PACE’s Monitoring Committee appoints Kerstin Lundgren and Jana Fiszcherová co-rapporteurs for opinion

Georgia: PACE committee welcomes progress but proposes to continue the monitoring procedure

Adopting a draft resolution on the honouring of obligations and commitments by Georgia, PACE Monitoring Committee today welcomed “the significant efforts” made by the authorities in honouring their remaining obligations and the “considerable progress” achieved since the last monitoring report adopted in 2008.

“We urge all political parties in Moldova to find a consensus and put an end to the political deadlock which has lasted now for almost two years,” declared PACE co-rapporteurs Lise Christoffersen (Norway, SOC) and Piotr Wach (Poland, EPP/CD), speaking at the end of their first fact-finding visit to Moldova from 21-24 March 2011. “The election of a President will contribute to political stability, give an impetus for the necessary reforms and improve citizens’ fundamental rights," they added.

At the end of a two-day visit to Yerevan, the PACE monitoring co-rapporteurs for Armenia, John Prescott (United Kingdom, SOC) and Axel Fischer (Germany, EPP/CD) have welcomed the significant number of reforms with regard to the police, judiciary and election framework that were initiated by the authorities to address the recommendations made in the wake of the March 2008 events by, among others, PACE and the National Assembly of Armenia.

PACE monitoring co-rapporteurs to visit Moldova

Among other things, they will focus on the current political situation, including the state of play as regards the election of the President of the Republic, the latest developments in the field of justice and the media, and preparations for local elections.

PACE monitoring co-rapporteurs to visit Armenia

They will be focusing in particular on outstanding issues concerning the events of March 2008, the main elements of the reform package announced by the authorities, and the media environment.
