A five-member PACE delegation led by Luca Volontè (Italy, EPP/CD) will carry out a pre-electoral mission to Albania on 10-11 June 2013, to assess the electoral framework and campaign prior to the parliamentary elections to be held in the country on 23 June. In Tirana, the delegation is due to meet the Prime Minister, the Speaker of the Parliament, the Minister of Interior and the Albanian delegation to PACE.

Bulgaria’s early parliamentary elections on 12 May were held in a competitive environment, fundamental freedoms were respected, and the administration of elections was well managed, although the campaign was overshadowed by a number of incidents that diminished trust in state institutions and the process was negatively affected by pervasive allegations of vote-buying, international observers said in a statement today.

Discussions focussed on the atmosphere of the election campaign with just two days left to voting day. The 19-member delegation is observing the election alongside observers from the OSCE.

Montenegro’s presidential election on 7 April was professionally and efficiently administered, but allegations of the misuse of state resources and a blurring of the line between state activities and candidate campaigning continued to be at odds with OSCE commitments and Council of Europe standards, international observers said in a statement issued today.
