Luca Volontè (Italy, EPP/CD), PACE rapporteur on post-monitoring dialogue with Bulgaria, will make a fact-finding visit to that country on 19-21 December 2011. During his visit, discussions are scheduled with the President of the National Assembly, the Prime Minister, and the Ministers of Foreign Affairs, the Interior and Justice, as well as meetings with the judicial authorities.

“The right to peacefully demonstrate is one of the basic rights of people in any democratic state, and is part of freedom of expression and assembly. There is no justification for the arrest and detention of hundreds of people just because they have gathered to protest calmly. On the contrary, they have the same right to police protection as those who express their support for the winning party,” said PACE's co-rapporteurs for the monitoring of Russia, Andi Gross (Switzerland, SOC) and György Frunda (Romania, EPP/CD).

Lise Christoffersen (Norway, SOC) and Piotr Wach (Poland, EPP/CD), co-rapporteurs of the Parliamentary Assembly of the Council of Europe (PACE) on the honouring of Moldova’s obligations and commitments, started a fact-finding visit to Chisinau yesterday afternoon until 1 December. They will be especially interested in the current political situation, the reform of justice, the measures taken to combat corruption and organised crime.

PACE Monitoring co-rapporteurs for Georgia, Michael Aastrup Jensen (Denmark, ALDE) and Kastriot Islami (Albania, SOC) today underscored that they did not recognize the legitimacy of the elections that were recently conducted in South Ossetia and reiterated their support for the territorial integrity of Georgia."The unilateral declaration of independence of the breakaway regions of South Ossetia and Abkhazia is illegitimate under international law and therefore no legal or constitutional basis for these elections exists" they declared.

They are due to meet, in particular, the President of the Republic, the Speaker of Parliament, the Ministers of the Interior and of Education and leaders of political parties.

The co-rapporteurs for PACE's monitoring of Ukraine, Mailis Reps (Estonia, ALDE) and Marietta de Pourbaix-Lundin (Sweden, EPP/CD), have expressed their concern and disappointment at the sentence passed on Yulia Tymoshenko today. “This is an example of the criminalisation of political decision-taking,” the co-rapporteurs said.

PACE Monitoring Committee held an exchange of views with the Danish Helsinki Committee on the findings contained in its monitoring report of the trials against four former government members in Ukraine. Following this exchange of views the committee expressed its concern regarding the criminal prosecution of former government members.

PACE co-rapporteurs for the monitoring of Serbia, Davit Harutyunyan (Armenia, EDG) and Indrek Saar (Estonia, SOC), are to visit Belgrade from 19 to 22 September 2011 to assess different aspects of Serbia’s fulfilment of its obligations and commitments to the Council of Europe. The main topics for discussion include the latest political developments, reform of the judiciary and the situation of the media, as well as asylum-seekers, refugees and Roma.
