PACE monitoring co-rapporteur visits Bosnia and Herzegovina

PACE co-rapporteur for the monitoring of Bosnia and Herzegovina, Karin S. Woldseth (Norway, EDG), is to visit Sarajevo and Mostar from 19 to 23 September 2011 to assess different aspects of the country’s fulfillment of its obligations and commitments to the Council of Europe. The main topics for discussion include the formation of the State level government, implementation of the Sejdic and Finci judgment, and constitutional reform.

PACE co-rapporteurs for the monitoring of Ukraine, Mailis Reps (Estonia, ALDE) and Marietta de Pourbaix-Lundin (Sweden, EPP/CD), are to visit Kyiv and the Crimea from 19 to 23 September 2011 to assess different aspects of Ukraine’s fulfillment of its obligations and commitments to the Council of Europe. In Kyiv (20-21 September), the main topics for discussion include electoral reform and reform of the criminal justice system, criminal investigations into opposition representatives, and minority issues.

“We welcome the return of the opposition to the parliament. Mailis Reps (Estonia, ALDE) and Marietta de Pourbaix-Lundin (Sweden, EPP/CD), co-rapporteurs for the monitoring of Ukraine by the PACE, have expressed concern at the ongoing detention of former Ukrainian Prime Minister Yulia Tymoshenko. “Her detention, ostensibly for contempt of court, strengthens the perception of the political nature of the charges against her,” said the two rapporteurs.

PACE rapporteur welcomes evolving dialogue in Armenia

At the end of a monitoring visit to Yerevan, the PACE co-rapporteur for Armenia of the Parliamentary Assembly of the Council of Europe (PACE), Axel Fischer (Germany, EPP/CD), has welcomed the evolving dialogue between the ruling coalition in the National Assembly and the extra-parliamentary opposition party, the Armenian National Congress. Speaking at the end of a three-day visit to the country (19-21 July), Mr Fischer said he hoped this would go hand in hand with a similar constructive dialogue between the ruling coalition and parliamentary opposition in the National Assembly.

John Prescott (United Kingdom, SOC) and Axel Fischer (Germany, EPP/CD), PACE co-rapporteurs for the monitoring of Armenia, will make a fact-finding visit to the country from 19 to 21 July. In Yerevan they are due to discuss the latest developments regarding the normalisation of the political environment, as well as the reform programme started by the authorities, in particular election reform ahead of the 2012 parliamentary elections.

Kerstin Lundgren (Sweden, ALDE) and Jana Fischerová (Czech Republic, EDG), PACE co-rapporteurs who have been appointed to assess the request for the opening of a monitoring procedure in respect of Hungary, will make a fact-finding visit to the country from 6 to 8 July. A January 2011 motion, signed by 24 members of the Assembly, raised “serious concern” about recent developments in Hungary in four areas related to human rights, the rule of law and the functioning of democratic institutions.
