Andres Herkel (Estonia, EPP/CD) and Evguenia Jivkova (Bulgaria, SOC), PACE co-rapporteurs for the monitoring of the honouring of obligations and commitments by Azerbaijan, will be undertaking a fact-finding visit to Baku from 18 to 20 May to assist the authorities in preparing the Presidential election of 15 October 2008 in line with the Council of Europe’s standards.

The co-rapporteurs from the PACE Monitoring Committee, Luc Van den Brande (Belgium, EPP/CD) and Theodoros Pangalos (Greece, SOC), were encouraged by recent reforms initiated by the Russian authorities and their statements of intent to address some of the outstanding concerns of the Assembly. In their view there is now a window of opportunity for Russia to fulfil a number of commitments to the Council of Europe.

Mátyás Eörsi, (Hungary, ALDE) and Kastriot Islami (Albania, SOC), co-rapporteurs for PACE Monitoring Committee will make a fact-finding visit to Tbilisi on 26-27 March, as part of the monitoring of Georgia’s obligations and commitments. They will hold talks with the President, Prime Minister, Ministers of Foreign Affairs, Justice and the Interior, Speaker of the Parliament, President of the Supreme Court, and are also expected to meet representatives of the opposition, the media and NGOs.

Meeting in Paris on 18 March 2008, PACE Monitoring Committee expressed its deep concern about the arrest of more than one hundred persons in Armenia and the conditions in which such arrests took place, following the events of 1 March during which eight people died and some two hundred persons were injured.

At its meeting in Paris today, PACE Monitoring Committee decided to declassify the draft report on the honouring of obligations and commitments by Serbia. The report has not yet been approved by the committee and therefore only reflects the postion of the co-rapporteurs Andreas Gross (Switzerland, SOC) and Charles Goerens (Luxembourg, ALDE).

John Prescott (United Kingdom, SOC), PACE rapporteur on the Armenian elections, today welcomed the lifting of two provisions of the State of Emergency declaration by the Armenian authorities following his visit to Armenia last week. “I especially welcome the lifting of the suspension of the activities of political parties and NGOs, which I specifically called for during my visit. I now call upon the authorities to lift the remaining provisions of the declaration of the State of Emergency, especially those that limit the freedom of the media.

John Prescott (United Kingdom, SOC), PACE rapporteur on the Armenian elections, has called upon all sides to show restraint, respect and avoid any precipitate action that could make matters worse, following two days of meetings with all relevant parties in Yerevan. "This is essential if we are to move to a genuine and open dialogue,” said Mr Prescott. “I am convinced that a solution can be found to the present difficulties. This requires the recognition by all of the authority of the Constitutional Court and its ruling on the outcome of the Presidential election", he said.

At the request of the President of the Parliamentary Assembly, John Prescott (United Kingdom, SOC) will return to Armenia on 6 and 7 March 2008 in order to assess the post-electoral situation on the spot and explore avenues to defuse the current political crisis and promote dialogue. Mr Prescott headed a group of parliamentarians from the Council of Europe Parliamentary Assembly (PACE) which observed the Presidential election in Armenia on 19 February 2008.
