More TV and radio debates, freer air-time and other campaigning possibilities for the seven parties participating in Russia’s parliamentary elections were cited as a significant change in the political process by most interlocutors who met the pre-electoral delegation of the PACE currently in Moscow. But the delegation was also told that major concerns remain about a level playing field in the election campaign.

An eleven-member PACE delegation headed by Brian Binley (United Kingdom, EDG), will be in Bulgaria from 20-24 October 2011 to observe the presidential election, alongside observers from the OSCE. "The 12 June 2011 elections to the Turkish Grand National Assembly demonstrated that recent changes enacted by the Turkish government have improved the electoral system, yet there were some worrying developments, especially regarding freedom of expression, including media freedom," according to PACE and OSCE PA observers in Turkey. The electoral process was generally characterized by pluralism and a vibrant civil society. Voting and counting observed on Election Day showed a mostly calm and professionally-managed process.
