A 27-member PACE delegation, led by Indrek Saar (Estonia, SOC), will be in Moldova from 26 to 29 November to observe the holding of the early parliamentary elections, alongside observers from the OSCE Parliamentary Assembly, the European Parliament and the OSCE’s Office for Democratic Institutions and Human Rights (ODIHR). The delegation will be meeting the representatives of the main political parties standing for the elections, the Central Electoral Commission, as well as representatives of civil society and the media, before observing the polling on 28 November.

Yesterday’s parliamentary elections in Azerbaijan were characterised by a peaceful atmosphere and all opposition parties participated in the political process, but the conduct of these elections overall was not sufficient to constitute meaningful progress in the democratic development of the country, international observers said in a statement issued today. “In a welcome departure from the past, the run-up to the elections and election day were peaceful and not marred by violent incidents...,” said Paul Wille, head of the delegation of the PACE.

A PACE pre-electoral delegation today ended a visit to Chisinau to evaluate the election campaign on the eve of the 28 November 2010 parliamentary elections in Moldova. The pre-election delegation noted with satisfaction the confidence of political stakeholders in the transparent functioning of the Central Election Commission.

A five-member, cross-party delegation from PACE, visiting Azerbaijan ahead of the 7 November parliamentary elections has welcomed an overall calm atmosphere in the run-up to the elections. “This is a positive departure from the ways of the past where electoral campaigns were marred by violence and mutual recriminations,” the delegation said.

A five-member PACE delegation led by Paul Wille (Belgium, ALDE) will carry out a pre-electoral mission to Baku from 19 to 21 October 2010, ahead of the parliamentary elections on 7 November 2010, to assess the electoral framework and campaign. The delegation will meet the President of the Republic, the Speaker of the Parliament, the Minister of the Interior, and the representatives of the political parties and coalitions standing for election.

Yesterday’s general elections in Bosnia and Herzegovina represented further progress and, except for legal restrictions of voting rights, were conducted generally in line with OSCE and Council of Europe commitments, international observers concluded in a preliminary statement issued today. They stressed that certain key areas require action.

A 22-member delegation of the Parliamentary Assembly of the Council of Europe (PACE), led by Tiny Kox (Netherlands, UEL), will be in Bosnia and Herzegovina from 1 to 4 October to observe the holding of the general elections*, alongside observers from the OSCE and NATO Parliamentary Assemblies, and the OSCE’s Office for Democratic Institutions and Human Rights (ODIHR). The delegation will meet various political parties, the Central Election Commission, civil society and media representatives before observing the ballot on 3 October.

A PACE pre-electoral delegation visited Sarajevo and Banja Luka in order to evaluate the political and campaign environment in the run-up to the general elections in Bosnia and Herzegovina on 3 October 2010. The delegation met representatives of the main political forces participating in the elections, the Central Election Commission and the Communication Regulatory Agency, as well as representatives of the international community and NGO activists.

A PACE delegation has observed the constitutional referendum in Moldova on 5 September. It was the only European parliamentary organisation to observe this referendum. The delegation considered that the voting day was calm and orderly. The citizens who participated in the referendum could in general make their choice freely. However, this delegation regrets the low turnout.

A 15-member PACE delegation, led by Egidijius Vareikis (Lithuania, EPP/CD), will be in Moldova from 3 to 6 September to observe the referendum on the choice of the presidential election procedure. It is the only European parliamentary organisation which will be present in the country to carry out this observation. The electorate will be asked to vote on the proposed amendment to Article 78 of the Constitution and the introduction of the direct election of the President of the Republic.
