The Assembly,

Noting with satisfaction the decision taken by the Committee of Ministers on 20th April 1959 regarding the future of European institutions ;

Having studied the Report of its Political Committee (Doc. 1067) ;

Recalling its Resolution 170 of 5th May 1959 ;

Whereas it is urgently necessary that the organisations other than those of the Six should be made more effective, particularly with a view to facilitating a more harmonious development of European unification ;

Whereas the pursuit of this objective implies rationalisation of the said organisations ;

Whereas no real rationalisation can be accomplished save by re-fashioning the statutory instruments in force - a process which can be effected only by an ad hoc Diplomatic Conference,

Recommends that the Committee of Ministers convene, in the near future, a Diplomatic Conference of the States Members of the European Organisations other than those of the Six, on the understanding that :

1 the Conference will be required to deal with all the problems presented by a real rationalisation of the said European Organisations, including revision of the statutory texts in force and, if necessary, the refashioning of two or more institutions ;
2 the Conference's conclusions will be communicated to the Consultative Assembly for opinion.
