4th report on the activities of the International Centre for Advanced Mediterranean Agronomic Studies

The Assembly,

1. Having examined the 4th report on the activities of the International Centre for Advanced Mediterranean Agronomic Studies (Doc. 3273) as well as the report of its Committee on Agriculture in reply thereto (Doc.3306) ;
2. Recalling its Recommendations 637 (1971) and 669 (1972), and its Resolution 526 (1972), on relations between the Council of Europe and the Centre ;
3. Welcoming the resumption, in 1972, of the provision of scholarships by the Council of Europe for the Centre's students ;
4. Anxious to strengthen links between the Centre and the Council of Europe as much as possible, and to support the activities of the Centre's institutes by practical measures ;
5. Recognising the need to devote special attention to the development of the Mediterranean area and, hence, to organisations working towards that end,
6. Recommends that the Committee of Ministers :
a provide, in addition to the study scholarships so far allocated to the Centre, several research grants as a contribution to the drawing up of a comprehensive regional planning policy for the Mediterranean area, advocated in paragraphs 8 (e) and (i) of Assembly Recommendation 691 (1972) ;
b grant a subsidy to the review Mediterranean Options, and ask the Secretariat to collaborate with the review, particularly in the field of nature conservation by using it to publicise the Council of Europe's achievements in that sector ;
c ask the Governing Body of the Centre :
to ensure strict application of the Rules of Procedure of the Centre's Advisory Board, so that the Board meets at least twice a year ;
to approve and implement a medium and long-term policy in the form of a five-year indicative plan, as proposed by the Secretary General of the Centre ;
to recommend the Centre's institutes to ensure that the ecological aspects and problems of the Mediterranean area are more fully incorporated in their teaching and research programmes ;
d invite the European Communities to become associated with the Centre's work by commissioning studies in particular fields from it and supporting its institutes.
