The Assembly,

1. Having before it a motion to set up an ad hoc committee to carry out a study of the unification of Europe on a federal basis (Doc. 2333) ;

2. Considering that this is a proposal for the establishment of a special committee under the terms of Rule 43 (2) of the Rules of Procedure ;

3. Having regard to the opinion of the Political Affairs Committee that this matter falls within its own sphere of responsibility (Doc. 2430) ;

4. Having regard to the report of the Committee on Rules of Procedure (Doc. 2476),

5. Decides that there is no case for setting up a special committee ; and

6. Instructs the Political Affairs Committee to undertake the study referred to under paragraph 1 above.
