The Assembly,
1. In view of the fact that the proceedings of the Madrid meeting of the CSCE have been concluded ;
2. Having regard to its earlier pronouncements on the implementation of the Final Act of the CSCE, in particular its
Resolution 759 (1981) ;
3. Reaffirming its deep concern over the serious consequences of an unchecked arms race which would lead to permanent confrontation between countries ;
4. Considering again that, given the consequences of this situation, it is necessary to react on both sides with a desire to introduce a new spirit in international relations in conformity with the principles of the Helsinki Final Act ;
5. Convinced that strict, complete compliance by all participating states with the provisions of the Final Act of Helsinki can contribute valuably to the process of détente ;
6. Welcoming the fact that, after a period of very limited dialogue between East and West, the Madrid CSCE meeting has come to a positive conclusion, which also means the resumption of an important dialogue in a number of fields between East and West ;
7. Supporting strongly at the same time the statement of the President of the Assembly, coinciding with the adoption by the Madrid CSCE Conference of its final document, that the twenty-one-nation Council of Europe has condemned the crime committed by the Soviet armed forces against the South Korean civil airline Boeing 747, a deliberate murder of 269 people, which is inexcusable regardless of the circumstances and is a blow against peace and a violation of international civil aviation agreements and contrary both to the letter and to the spirit of the Helsinki Final Act ;
8. Conscious of the fact that good and safe airline connections are an important component in East-West relations, instructs its President to send messages of support to the resolutions and work of ICAO with respect to the interface between civil and military air traffic, and instructs its competent committees to report back on this matter ;
9. Welcoming nevertheless that the Madrid CSCE meeting has produced a number of agreements in various fields, which in accordance with the Helsinki Final Act are to be deepened by a number of follow-up conferences of specialists ;
10. Welcoming the fact that the Madrid meeting has brought a positive perspective of possibilities for respect for human rights, and for military détente, which is the principle aim of the Helsinki agreements ;
11. Welcoming the very important role of mediation that has been played by the neutral and nonaligned countries, and also Spain, in solving the problems which arose during the Madrid Conference,
12. Emphasises that the nations of Europe have particular interest in preventing confrontation between the superpowers and should therefore act accordingly ;
13. Expresses its conviction that the Council of Europe should play an important role in providing the member states and public opinion with the necessary information about the implementation of the Helsinki agreements and that it should take appropriate measures to this end.
