The Assembly recommends the Committee of Ministers to formulate for the acceptance of the Parliaments of Member States of the Council of Europe, and of other States, proposals for a "Clearing Union" based on the principle of can-collation of credit balances of participating countries at the end of each year or other accounting period, so as to secure that participants will trade with each other on a reciprocally fair basis, purchasing from them, lending to them, or investing with them, all that their exports, visible and invisible, to these countries entitle them to purchase.
