I have the honour to transmit to you herewith Resolution (56) 6, adopted unanimously at the 18th Session of the Committee of Ministers, concerning candidatures for the post of Clerk of the Assembly, which has fallen vacant owing to the death of M. A. Struycken.

This Resolution has been drawn up with due regard to the observations of Assembly Representatives on the Joint Committee.

" The Committee of Ministers,

Noting that the office of Clerk of the Consultative Assembly has fallen vacant by tho death of M. A. Struycken;

Having taken note of the candidatures of M. Gerhart Schloesser and M. Gerhart Roedel;

Having consulted the representatives of the Assembly on the Joint Committee,

Resolves to recommend to the Assembly the following candidates for the office of Clerk (in the order in which their candidatures were received) :

1.1 Details of Career of M. Gerhart SCHLOESSER, Counsellor in the Ministry of State of the Land Baden- Wiirttemberg

M. Gerhart Schloesser is the son of Professor Hugo Schloesser, public works architect, and was born at Stuttgart on 7th December, 1908.

He studied law and political economy at the Universities of Tubingen, Berlin and Munich. He passed both law examinations with distinction and was admitted to the degree of Doctor of Law.

In 1935 and 1936 he occupied the position of Deputy Provincial Counsellor (Land-rat). He then turned his attention to industry and from 1937 to 1945 was employed successively by three large metallurgical concerns at Stettin, Chemnitz and Vienna.

On 15th October, 1945, M. Schloesser was appointed Deputy Finance Minister in the Land Wurttemberg-Hohenzollern, one of his duties being to present the budget to the local Diet. On 1st November, 1949, he was attached to the Ministry of State of the present Land Baden-Wiirttemberg where he has since held the post of State Secretary to the Minister-President. In this capacity M. Schloesser has principally been in charge of the relations of the Land Government with the Diet of Baden-Wurttemberg and its constituent political parties. M. Schloesser is also in constant touch with the Baden-Wiirttemberg deputies to the Bundestag, with a view to assuring the interests of the Land at the federal level. In 1952 he was raised to the rank of State Counsellor (Staatsrat).

M. Schloesser has travelled widely abroad both for personal reasons and in the service of the Land Government of Baden-Wiirttemberg. He has visited the United States, France, England, Spain, Italy and the French overseas territories. He has for a long time represented his Government at international negotiations and conferences.

M. Schloesser has thus acquired both in Germany and abroad very wide experience in the fields of economics, commerce, finance and administration. He is in personal touch with many prominent personalities in various European countries.

He possesses a sound knowledge of French and English.

His wife is the daughter of the late Baron Josef von Loewenthal, formerly Secretary of State to the Federal President of Austria.

1.2 Biographical Note on M. Gerhart ROEDEL

M. Gerhart Roedel was born at Berlin on 8th November, 1908. His father, M. Eugen Roedel, was Regional Director of Accounts.

M. Roedel studied law and the political sciences at the Universities of Berlin and Marburg. After passing the two qualifying examinations for a legal career, he took his doctorate in law.

From 1934 to 1941 he was a member of the Board of Directors and Manager of the Real Estate Purchase and Building Company ( Grund-erwerbs und Baugesellschaft A. G.) and also acted for a time as legal adviser to the Deutsche Rentenbank in Berlin. He then worked for a year at the Ministry of Foreign Affairs as a complementary official and was seconded to the German Embassy in Rome, where he was in charge of consular business. In February, 1943 he was transferred as Head of Department to the Reich Ministry of Supply, in which he was appointed Counsellor in May 1944.

At the conclusion of hostilities he became Head of the Private Office of the President of the Province of Schleswig-Holstein. In 1946, upon the establishment of the Land of Schleswig-Holstein, he was appointed Director of the services of the Land Parliament. In this capacity he was promoted, in 1949, to the rank of First Counsellor. In 1951, he resigned this post and became President of the Land Chamber for Emergency Relief Claims at Kiel. A year later, he became Legal Adviser and Deputy Director of the Ministry for Internal Affairs of the Land Schleswig-Holstein.

Since March, 1953, M. Roedel has been attached to the Federal Ministry of Foreign Affairs. After a year and a half in the Central Administration, in October, 1954 he was placed in charge of the Berlin branch of its services, which post he still occupies. Having meanwhile been appointed Counsellor of Embassy (First, class.), he was raised in January, 1955 to the rank of Chief Embassy Counsellor.

Thanks to his numerous journeys in a private or official capacity, M. Roedel is acquainted with most European countries. He has been entrusted with missions by the Federal Ministry of Foreign Affairs and has also taken part in international negotiations as a member of German governmental delegations.

M. Roedel has an excellent knowledge of English, French and Italian.
