PACE committee reviews its monitoring activities in 2025

The Monitoring Committee has adopted its annual report taking stock of its monitoring activities in 2025 and summarising its assessments concerning the countries under a full monitoring procedure or engaged in post-monitoring dialogue, as well as those subject this year to the periodic review of their obligations as Council of Europe member states.

Prepared by Zanda Kalniņa-Lukaševica (Latvia, EPP/CD), the report summarises key developments regarding the honouring of membership obligations and commitments in the ten countries under full monitoring (Armenia, Azerbaijan, Bosnia and Herzegovina, Georgia, Hungary, the Republic of Moldova, Poland, Serbia, Türkiye and Ukraine), as well as in the three countries engaged in post-monitoring dialogue (Albania, Montenegro and North Macedonia). This latter, less intensive procedure applies to states that have progressed beyond full monitoring and focuses on a limited number of outstanding issues expected to be resolved within a defined timeframe. The committee also welcomed the closure of the post-monitoring dialogue with Bulgaria in 2025.

In addition, the committee prepares periodic reports on the honouring of membership obligations by all member states not covered by the above procedures. In 2025, such reports were under preparation for the Netherlands, Spain and Sweden.

The committee welcomed positive developments and progress achieved over the past year, while expressing concern about remaining shortcomings in each of the countries concerned. It also made a number of country-specific recommendations. Furthermore, it praised the “continuing outstanding close co-operation with the Venice Commission in the context of the parliamentary monitoring procedures”, reflected in the high number of opinions requested and issued.
