By adopting unanimously a resolution today, based on the proposals by Constantinos Efstathiou (Cyprus, SOC), the PACE Standing Committee, meeting in Monaco, decided to restructure and streamline the Assembly’s Rules of Procedure, as well as its complementary texts, with the aim of making the Rules more user-friendly rather than introducing significant amendments.
According to the resolution, the revised Rules are now clearly structured into four parts: the basic principles of the Assembly; the rules on the functioning of the Assembly; the rules on the functioning of committees; and the Code of Conduct for members.
The revised Rules of Procedure will enter into force at the opening of the January 2027 part-session.

This project is aimed at safeguarding the Assembly’s effectiveness and legitimacy, ensuring that its procedures continue to uphold the Council of Europe’s founding values, including through the clarity of its own procedures.
