The PACE Bureau called today, in a declaration, for a decision at the Conference of the Parties to the United Nations Framework Convention on Climate Change (Durban, 29 November-9 December 2011) to stop the clock ticking towards the end of the expiry of the Kyoto Protocol in order to allow negotiations for a successor regime to continue if necessary beyond that date.
The Bureau called on the Parties to the United Nations Framework Convention on Climate Change to reach agreement on long-term objectives in the post-Kyoto negotiations, in particular regarding respect for social justice and equity in energy and resource consumption. The principle that the developed countries must bear the greatest burden in tackling the global climate change problem must remain central to any agreement. Any new agreement should also reflect poverty levels in each country, uphold social justice and recognise the right of poorer countries to industrial development.
