PACE rapporteur welcomes renewed post-monitoring dialogue with Monaco

After his first visit to the Principality of Monaco on 5-6 June 2014, newly appointed PACE rapporteur on Monaco, Jordi Xuclà (Spain, ALDE) welcomed the dialogue established with Monaco to address the remaining post-monitoring issues : “The adoption of the law of ratification of the Cybercrime convention in November 2013, the on-going reform of the legislation pertaining to the Criminal code and Criminal procedure code and the preparation of a new Law on the organisation and functioning of the National Council, expected to be adopted in 2015, are encouraging steps. However, the ratification of Protocols 1 and 12 of the European Convention on Human rights and the revised Social Charter, as well as the issue of the ratification of international treaties by the National Council, still remain an open question. Further to my high level contacts, I welcome the availability of the Monegasque authorities to pursue and intensify our dialogue in the coming months.”

“We remain committed to find a balance between the need to take into consideration the specificities of Monaco and the standards promoted by the Council of Europe, which are the common values of our Organisation. I trust that both sides will keep a positive attitude and approach to finalise the post-monitoring procedure, ten years after Monaco’s accession to the Council of Europe”, the rapporteur added.

In Monaco, Mr Xuclà met the Head of State HSH Prince Albert II, the President of the National Council Mr Nouvion and the Minister of State H.E. Mr Roger, well as with the Government Counsellors for Foreign affairs and co-operation, Interior, Social Affairs and Health. He also had talks with representatives of the political parties with seats in the National Council, the Monaco delegation to PACE and representatives of the judicial authorities and the trade unions, and a number of socio-economic bodies.
