A high-quality civil service is a vital precondition for strong democracy, and any future administrative reform must take account of the interests of citizens and Europe’s common values, said PACE today following a debate on a report by Tiny Kox (Netherlands, UEL).
The resolution adopted by the Assembly points out that the reforms introduced recently in most member States – resulting, in particular, in the privatisation of large parts of the public sector – have had a serious impact on the organisation of public administration. The parliamentarians worry that while some of these reforms have been successful, too often they have been guided by budget criteria with a negative effect on the quality of public services.
The Assembly therefore asks the parliaments of the member States to evaluate the reform measures taken in the field of public administration and public services and consider whether they are in line with the concept of social cohesion.
