PACE President Theodoros Rousopoulos opened on 8 July the second edition of the Liverpool Summer School on the Law of the Council of Europe.
The theme chosen for this second edition is: “Council of Europe at 75: Protecting human rights, democracy and the rule of law in the rapidly changing world”, discussing in particular how new technologies, such as artificial intelligence and neurotechnology, may impact positively human rights, but also how the Council of Europe and human rights law offer protection from these potentially emerging threats.
Addressing the Summer School, the President presented the main challenges to democracy as well as the Parliamentary Assembly’s responses to current challenges, underlining the fact that the Assembly was at the forefront of the struggle to preserve the principles of democracy and has played a pivotal role in shaping the international legal landscape by advocating for the creation of new conventions and protocols that address those emerging issues.
The Secretary General of the Parliamentary Assembly of the Council of Europe, Despina Chatzivassiliou-Tsovilis, also addressed the Summer School and replied to questions from the audience about current initiatives from the Parliamentary Assembly.
The Liverpool Summer School is organised within the framework of the Open Council of Europe Academic Networks (OCEAN) initiative, aiming at strengthening co-operation between the Council of Europe, universities and research institutions through mutually enriching interaction.
