The Assembly,
Recalling the principles which inspired Resolution 76 (1955), and the objectives which it was sought to attain, on the convening of a Conference to be attended by representatives of national associations of the local authorities of member countries, namely, the importance of securing the close association of local authorities in the process of European unification, and particularly in the work of the Council of Europe, so that they could pass on this knowledge to wide sections of the population ;
Recalling also Resolution 127 (1957) which recorded the excellent work of the European Conference of Local Authorities held in Strasbourg from 12th to 14th January 1957, under the auspices of the Council of Europe, and by which Resolution the Assembly decided to secure the adoption of all measures to ensure that the Council of Europe would derive the maximum benefit from the Conference's participation in its work ;
Recalling also Recommendation 138 (1957) by which the Assembly requested that the Committee of Ministers should take the necessary steps to enable the European Conference of Local Authorities to meet in 1958, and should make the necessary appropriation to enable it to meet under satisfactory conditions,
Observes with dismay and astonishment that in Chapter VIII, paragraph 174, of the Supplementary Report (Doc. 710) to the Eighth Report from the Committee of Ministers to the Assembly presented in accordance with Article 19 of the Statute it is stated that the Committee of Ministers " has been unable to give effect to Assembly Recommendation 138 (1957) " and that no reason or explanation is given for this decision,
Resolves :
