1. The conflict in the former Yugoslavia dramatically illustrates the fate of children in time of war. It poses the more general question of the implementation and protection of the rights of children and of policies for children in Europe. In some countries, particularly those in transition to democracy, their situation is developing in an unsatisfactory and sometimes tragic way.
2. The Assembly instructs its Social, Health and Family Affairs Committee to inquire further into matters connected with policies for children's survival, development and protection; to develop, in co-operation with Unicef, a European strategy for children; and to that end authorises the committee to hold periodical meetings with Unicef at its office in Geneva, if need be together with the Committee on Culture and Education.
3. The Assembly further instructs its Social, Health and Family Affairs Committee to study and make practical proposals for establishing, at European level, an appropriate structure to co-ordinate supply of and demand for immediately available medical care for civilians, and in particular children, in the case of armed conflict - notably in the former Yugoslavia.
