The Assembly,
Recalling its Recommendation 159 by which it approved certain proposals made in the Report of the Study Group on the Development of Africa ;
Recalling its Order No. 124 by which it instructed its Economic Committee to present detailed suggestions to give effect to these proposals, with particular reference to :
1 an Investment Statute ;
2 a Guarantee and Assistance Fund (or possibly two separate Funds) ;
3 the expansion of technical assistance by the European countries ;
Recalling its Recommendation 211 by which it transmitted to the Committee of Ministers its proposals for an Investment Statute and Guarantee Fund against political risks ;
Transmitting to the Committee of Ministers the Report of its Economic Committee on the expansion of technical assistance by Europe to African countries (Doc. 1073) ;
Considering that constructive action based on the proposals contained in this Report would strengthen co-operation between European and African States and would help to accelerate the development of the latter;
Considering therefore that it is desirable that these proposals should be examined by the O.E.E.C. and by the Commission for Technical Co-operation in Africa South of the Sahara, even if the Conference proposed by the Assembly in its Recommendations 159 and 223 cannot be organised in the near future,
Recommends to the Committee of Ministers :
1 that it should invite the O.E.E.C. :
a to study what resources its Member States can make available in order to increase technical assistance to Africa in accordance with the suggestions contained in
Doc. 1073 ;
b to offer to co-operate with the Commission for Technical Co-operation in Africa South of the Sahara in order to draw up a programme of technical assistance for Africa and in the execution of this programme ;
2 to propose to the Commission for Technical Co-operation in Africa South of the Sahara :
a that it should communicate to the O.E.E.C. the needs of African countries for technical assistance on the basis of development programmes ;
b to take the necessary steps, in accordance with the Statute of the Foundation for Mutual Assistance to Africa, in order to permit a confrontation of the needs of technical assistance of the African countries and the offers of technical assistance of the O.E.E.C.
c to examine the possibility of extending the membership of the Foundation to include other African countries.
