2. Recalling that the collision disasters which occurred on 10 September 1976 near Zagreb and on 22 March 1977 at Los Rodeos, the airport of Tenerife, involved human factor problems ;
3. Noting that in certain parts of Europe the rate of near-misses is high and the subject of considerable concern ;
4. Noting that either specific air collision avoidance systems or improved secondary surveillance radar systems are being developed ;
5. Welcoming that Eurocontrol is about to introduce a short time conflict alert facility at its Maastricht Control Centre ;
6. Expressing the opinion that at the present stage the obligatory introduction of none of these systems can be recommended without further studies and research taking into account the need to integrate such systems into the overall air traffic control network ;
7. Noting that the development of an air traffic collision avoidance system is only one part of the wider subject of air traffic control, and noting further that the primary responsibility for this rests upon the human factors,
8. Recommends that the Committee of Ministers:
a invite the governments of member states to invite national air traffic services to study the introduction of an automatic conflict detection and resolution system as under study by Euro-control and other agencies ;
b invite the governments of member states to favour in the appropriate international organisations (such as ECAC and Eurocontrol), and in consultation with user organisations :
the initiation of studies and research aiming at reducing air collision and near-miss risks in controlled and uncontrolled airspace, either through the introduction of collision avoidance systems, or through the application of ADSEL-DABS or any other system improving air traffic management and control, and safety of passengers ;
the exchange of information on the development at national level of specific collision avoidance systems, improved secondary surveillance radar and on other similar equipment, with an aim to ensuring compatibility among these systems ;
9. Resolves in the interests of safety to consider the working conditions and terms of employment of the personnel working in this field.
