The Assembly,
1. Noting the report of its Committee on Culture and Education on the European Foundation Pro Venetia Viva and the European Centre for the training of craftsmen in the conservation of the architectural heritage (
Doc. 4190) ;
3. Referring to its Order No. 297 (1970), which instructed the Committee on Culture and Education to see to it that these texts are put into effect and to propose such new measures as may be felt necessary ;
4. Welcoming the position taken by the Committee of Ministers in its Resolutions (70) 22 and (72) 16 and reaffirmed by the award in 1978, of a grant to the European Foundation Pro Venetia Viva ;
5. Further welcoming the support given to the Foundation by other institutions, and appreciating in particular the contributions of the European Communities ;
6. Regretting that the problem of Venice still calls for urgent further efforts, and concerned at the continuing deterioration of the situation despite the support of private associations and intergovernmental organisations ;
7. Recognising the importance of craftsmanship in the restoration of Venice, and stressing in particular the need to associate local craftsmen ;
8. Approving the institution of the European Foundation Pro Venetia Viva, the first concrete action of which was the creation in 1977 in Venice of the European Centre for the training of craftsmen in the conservation of the architectural heritage ;
9. Noting that the future of this Centre depends to a large extent on the financial situation of the Pro Venetia Viva Foundation ;
10. Believing therefore that the Foundation is urgently in need of active support, especially financial.
11. Recommends that the Committee of Ministers :
a continue to give its material support to the activities of the European Foundation Pro Venetia Viva for the preservation and reanimation of Venice along the lines of the European Charter of the Architectural Heritage ;
b invite the governments of member states :
to include architectural conservation in national vocational programmes, to list courses at the European Centre in Venice alongside national training courses, and to recognise the European Certificate and Diploma awarded by the Centre ;
to finance courses and provide bursaries for the Centre out of national funds for specialised training and retraining ;
to establish a special fund, to be known as the "Sforza Fund", for European scholarships to the Centre ;
to ensure the possibility of liaison with the Centre on a national level, and to help organise publicity campaigns in its favour
