Assembly debate on 24th April 1964 (6th Sitting) (see Docs. 1727Docs. 1727, 12th report of the Office of the United Nations High Commissioner for Refugees, and 1747, report of the Committee on Population and Refugees). Text adopted by the Assembly on 24th April 1964 (6th Sitting).

The Assembly,

Having noted the 12th progress report of the Office of the United Nations High Commissioner for Refugees (Doc. 1727) and the report of its Committee on Population and Refugees containing a reply thereto (Doc. 1747) ;

Recalling its Recommendation 329 (1962) and its Resolution 261 (1963), together with Resolution (62) 40 of the Committee of Ministers, which invited the Governments of the member States to give favourable consideration to the action undertaken by the High Commissioner to solve the problem of "old" European refugees and to grant him special financial contributions ;

Noting with satisfaction that the number of Governments of Council of Europe member countries which had responded to this appeal by 31st December 1963 has now risen to twelve, representing special contributions of 1.3 million dollars to the programme of the Office of the High Commissioner for 1963 ;

Finding that at that date governmental contributions of 4.4 million dollars had been either paid or pledged to the High Commissioner towards the financial target of 6.8 million dollars set by his 1963 programme ;

Having learned, furthermore, with keen satisfaction that, in accordance also with the spirit of Recommendation 329 (1962) and Resolution 261 (1963), large sums had been collected by the Office of the High Commissioner in the private sector, and welcoming, in particular, the spectacular results of the fund-raising campaign organised in the Netherlands in October 1963,

1. Notes with satisfaction that the Recommendations of the Consultative Assembly and the Resolution of the Committee of Ministers have given rise to a genuine demonstration of European solidarity in favour of assistance to the "old" European refugees which, by supporting the High Commissioner's action, has helped to bring him considerably closer to his financial target for 1963 ;
2. Expresses the hope that the further special contributions that may be expected will be announced very shortly ;
3. Declares itself satisfied with the results thus far achieved and assures the High Commissioner, to whose endeavours it is pleased to pay tribute, of its entire support, convinced as it is that the humanitarian work which he is carrying out on behalf of refugees should continue to enjoy the support and good will of all, particularly in the field of international co-operation and European integration ;
4. Reaffirms, in this connection, the terms of its Resolution 213 of 27th September 1961.
