1. The Assembly,
2. Considering that relatively more peaceful conditions now prevail in the Republic of Cyprus ;
3. Considering that no political solution has yet been found and that, while this is so, international peace and security are still endangered ;
4. Recalling that the Committee of Ministers has decided "to keep the problem of Cyprus on its agenda . . . with a view to deciding whether, at the appropriate time, the Council of Europe might play a constructive role" ;
5. Considering that the Council of Europe has a legal responsibility, arising out of the Statute and the European Convention on Human Rights, to safeguard the human rights of all inhabitants of the island;
6. Considering that acceptance by Cyprus of the right of any individual within the jurisdiction of the Republic to petition the European Commission of Human Rights, together with recognition of the compulsory jurisdiction of the European Court of Human Rights, ought to form part of any political settlement ;
7. Considering, however, that international guarantees ought also to be provided for other rights belonging to the communities of the island,

Requests the Secretary-General to carry out a study of the measures which might be inserted in a political settlement of the Cyprus question to ensure international guarantees for the rights of all Cypriot citizens, including the possibility of granting additional competences to the European Commission of Human Rights and the European Court of Human Rights ;
9. Orders that this study shall be submitted to the Legal Committee for an opinion and to the Political Committee for consideration and report.
