Explanatory note
Reference to the Council of Europe normative text better highlights the link between the CEB and the Organisation in terms of common objectives pursued.

In the draft resolution, after paragraph 10.2.6, insert the following paragraph:
"to foster the CEB’s outreach to the Congress of Local and Regional Authorities of the Council of Europe, in order to tap into opportunities to identify potential projects at local level and optimise the implementation of projects already approved;"
Explanatory note
The CEB’s financing to local authorities keeps growing each year, with local and regional authorities having benefited from about 33% of loans approved in 2018. Closer relationship with the Congress would facilitate the identification and implementation of worthy projects on the ground via the network of Congress members and better awareness of local challenges.

In the draft resolution, before paragraph 10.3, insert the following paragraph:
"considers reviewing the pertinence of the current criteria for defining the CEB’s target countries and possibly updates them in the light of progress in these countries’ development;"
Explanatory note
The target countries have been defined mainly based on geographical criteria (central, eastern and south-eastern European countries with enhanced developmental needs at the time of their accession). Some of these countries have since advanced significantly in terms of socio-economic development and have privileged access to funding from the European Union. Adding more economic criteria would render the selection process more objective.
