Combating antisemitism in Europe

In the past few years, a worrying increase in antisemitic attacks, harassment and hate speech has been reported throughout Europe. As a recent example, since the beginning of the Covid-19 pandemic, conspiracy theories accusing the Jewish community of creating and spreading the virus intentionally have circulated widely on social media. Manifestations of antisemitism contribute to creating an environment of hatred and fear which affects not only the Jewish community but society as a whole.

In 2016, the Parliamentary Assembly adopted Resolution 2106 (2016) on a “Renewed commitment in the fight against antisemitism in Europe”, in which it asked governments and parliaments to consider the fight against antisemitism as a priority. It set out clear action to be taken to tackle antisemitic hatred, discrimination and violence. It made clear that antisemitism and its manifestations are in clear contradiction with the fundamental values of the Council of Europe. It called on States which have not yet done so to sign and ratify Protocol No. 12 to the European Convention on Human Rights and for the full implementation of ECRI General Policy Recommendation No. 9 on the fight against antisemitism.

In view of recent developments, the Assembly should reaffirm that there can be no place for antisemitism in Europe and propose concrete action to address this global problem. Political leaders hold the responsibility for making priorities of awareness-raising, prevention, protection and history education in order to contribute to ensuring that everyone can live safely in Europe. Combating antisemitism should remain high on the European political agenda and the Assembly should call for enhanced data collection as well as coordinated action.
