Almost three years ago the Laundromat investigation exposed a multi-billion euros corruption scheme, which directly involved the Council of Europe. Corruption still remains a relevant problem and we need to develop an institutional answer to tackle it.
The Parliamentary Assembly should propose the establishment within the Organisation of a special joint anti-corruption unit that would allow for timely and efficient investigations in cases of serious allegations of corruption in all parts of the Organisation in future.
The Assembly should be able to hold the authorities of a concerned member State accountable for their corrupt practices to buy influence within the Council of Europe. Furthermore, the Assembly should recommend that the Secretary General and the Committee of Ministers join their efforts in dealing with corruption within the Council of Europe as a whole.
