1 Decisions of
the Bureau of 20 June 2022 requiring ratification by the Assembly
1.1 References and
transmissions to committees
The Bureau considered and approved the following references:
- Doc. 15513, Motion for a resolution, Safeguarding
future rights for future generations: reference to the Committee
on Social Affairs, Health and Sustainable Development for report;
- Doc. 15514, Motion for a resolution, Arbitrary
arrest of Russian human rights defender and freedom fighter Vladimir
Kara-Murza: reference to the Committee on Legal Affairs
and Human Rights pour rapport;
- Doc. 15515, Motion for a resolution, Analysis
and guidelines for a sustainable and socially fair energy transition:
reference to the Committee on Social Affairs, Health and Sustainable
Development for report;
- Doc. 15517, Motion for a resolution, Strengthening
palliative care for children: reference to the Committee
on Social Affairs, Health and Sustainable Development for report;

1.2 Election observation
1.2.1 Bosnia and Herzegovina:
General elections (2 October 2022)
Subject to receiving an invitation, the Bureau decided to
observe these elections and to set up an ad hoc committee composed
of 20 members (SOC-6; EPP/CD-6; EC/DA-4; ALDE-3; UEL-1), as well
as the two co-rapporteurs of the monitoring committee, and to conduct
a pre-electoral mission.
1.3 Composition of
the committees
1.3.1 Monitoring Committee
The Bureau, on the basis of a proposal by the EC/DA Group,
appointed Lord Wharton (United Kingdom) as a member.
The Assembly is invited to ratify
these Bureau decisions.
2 Other decisions
by the Bureau
2.1 Follow-up to
the Standing Committee (Dublin, 31 May 2022)
The Bureau took note of the follow-up given to the Standing
Committee.
2.2 Third part-session
of 2022 (Strasbourg, 20-24 June 2022)
2.2.1 Requests for
a current affairs debate
The Bureau took note of the request tabled by the EC/DA group
to hold a current affairs debate on “Consequences
of the blockade of the Black Sea” and decided to recommend
to the Assembly not to hold this debate.
The Bureau took note of the request tabled by the SOC group
to hold a current affairs debate on “United Kingdom
agreement on asylum seekers and the critical government reaction
regarding the European Court of Human Rights decision”,
decided to recommend to the Assembly to hold this debate and to
appoint Mr Frank Schwabe (Germany, SOC) as first speaker in the
debate.
The Bureau took note of the request tabled by the EPP/CD group
to hold a current affairs debate on “Türkiye’s aggressive
behaviour and the threat of revisionism for European Stability”,
decided to recommend to the Assembly to hold this debate and to
appoint Mr Theodoros Rousopoulos (Greece, EPP/CD) as first speaker
in the debate.
2.2.2 Draft agenda
The Bureau updated the draft agenda.
2.2.3 Election of a
judge to the European Court of Human Rights in respect of Iceland
The Bureau took note of the report drawn up by the Committee
on the Election of Judges to the European Court of Human Rights
following interviews with candidates for the post of a judge in
respect of Iceland. It also took note of the interruption of this
procedure following the withdrawal of two of the candidates from
the list. The Government of Iceland was invited to complete this
list by submitting two new candidatures.
2.3 Progress report
of the Bureau of the Assembly and of the Standing Committee (24

The Bureau approved the Progress report (Doc.15550).
2.4 Communications
The Bureau took note of the communications by the President
of the Assembly, the Secretary General and the Deputy Secretary
General of the Council of Europe, and held an exchange of views
with the Secretary General.
