1 Decisions of
the Bureau of 24 June 2022 requiring ratification by the Assembly
1.1 References and
transmissions to committees
The Bureau considered and approved the following references:
- Doc. 15521 Motion for a resolution, Threats
to life and safety of journalists and human rights defenders in
Azerbaijan: reference to the Committee on Legal Affairs
and Human Rights for report and
to the Committee on Culture, Science, Education and Media for opinion;
- Bureau decision, UK reform
of its human rights legislation: consequences for domestic and European Human
Rights protection: reference to the Committee on Legal
Affairs and Human Rights for report;
- Bureau decision, Consequences
of the blockade of the Black Sea: reference to the Committee
on Political Affairs and Democracy to
be taken into account in the preparation of its report
on Political consequences of the Russian
Federation’s aggression against Ukraine.
1.2 Assembly contribution
to a fourth Council of Europe Summit
The Bureau decided to set up an ad
hoc Committee to contribute to the report on “A fourth Summit for a renewed, improved and
reinforced Council of Europe”, being
prepared by the Committee on Political Affairs and Democracy, in
particular by:
- interacting
with the High-Level Reflection Group and providing the Assembly’s
input into the reflection;
- contributing to the preparation of the fourth Summit,
in particular as regards its agenda and possible deliverables.
The ad hoc Committee
will be composed of:
- the President
of the Assembly;
- the chairpersons of all Assembly’s political groups or,
in their absence a representative for the group concerned;
- the chairpersons of the Assembly’s general committees
listed in Rule 44.1 of the Rules of Procedure or, in their absence
a vice-chairperson for the committee concerned;
- the chairpersons of the delegations holding the current
and the immediate next Presidency of the Committee of Ministers
(Ireland and Iceland);
- the rapporteur of the Committee on Political Affairs and
Democracy on A fourth Summit for a renewed, improved and
reinforced Council of Europe.
1.3 Bosnia and Herzegovina:
General elections (2 October 2022)
The Bureau decided to revise the composition of this ad hoc
committee set up to observe these elections as follows: 21 members
(SOC-6; EPP/CD-6; EC/DA-4; ALDE-3; UEL-1; NR-1), as well as the
two co-rapporteurs of the Monitoring Committee.
1.4 Issues raised
by committees
1.4.1 Committee on
Culture, Science, Education and Media
The Bureau decided to set up an ad hoc committee of the Bureau
to participate in the 17th Council of Europe Conference of Ministers
responsible for Sports that will take place in Antalya (Türkiye)
on 26 and 27 October 2022.
1.4.2 Committee on
Social Affairs, Health and Sustainable Development
The Bureau took note of the letter by the Committee on Social
Affairs, Health and Sustainable Development and approved the terms
of reference of a “General Rapporteur on child participation”.
1.5 Composition of
the Committee on the Election of judges to the European Court of
Human Rights
The Bureau, on the basis of a proposal by EC/DA, appointed
Mr Kamal Jafarov (Azerbaijan) and Lord Richard Keen (United Kingdom),
as members.
1.6 Composition of
the Monitoring Committee
The Bureau, on the basis of a proposal by EPP/CD, appointed
M. Lőrinc Nacsa (Hungary) as a member.
The Assembly is invited to ratify
these Bureau decisions.
