This motion has not been discussed in the Assembly and commits only those who have signed it.
On 10 October 2022, the Parliamentary Assembly together with
other donors awarded the 2022 Václav Havel Human Rights Prize to
the Russian opposition politician, historian and writer Vladimir
Kara-Murza.
Vladimir Kara-Murza was unlawfully detained and arrested by
the authorities of the Russian Federation in April 2022. Since then
he has been charged by a Russian court for spreading “false” information
about the Russian military.
In July, new charges of "cooperating with an "undesirable"
foreign NGO" were introduced, in which he faced up to six years
in prison. In October, Kara-Murza was presented with new charges
of "treason" in which he faces up to 20 years in prison.
The Václav Havel Prize was awarded to Vladimir Kara-Murza
for the same activities for which the Russian authorities are repressing
him.
The Assembly should prepare a report on facts about Kara-Murza’s
illegal arrest, establish "a Kara-Murza list" of law-enforcement,
prosecution and judicial officials of the Russian Federation involved
in this crime and pass a resolution establishing a sanction regime
against the persons on the list.
