In the draft resolution, after paragraph 15, insert the following paragraph:
"On the basis of this approach, the Assembly encourages Council of Europe member States to take the initiative of devising a national level regulatory framework for LAWS, with a view to an international ban."
Explanatory note
This amendment seeks to encourage Council of Europe member States to also make progress at national level – in addition to initiatives they have already taken or will take within international forums and organisations – towards a regulatory framework for LAWS, with a view to an international ban, in line with the approach developed within the CCW (Convention on Certain Conventional Weapons) and the GGE (Group of Governmental Experts), in this resolution and the associated report.

The idea of a code of conduct is problematic. In principle, such practical measures are welcome, but in this specific case, such an intermediate step poses a danger, as it could slow down or completely stall further negotiations.
